I agree that because the Chicago Police Department has been marked by abuses including (but not limited to) battery, unlawful arrest, racial profiling, torture, murder, and the use of force to suppress the democratic rights of the people to organize and protest, a new body, a Civilian Police Accountability Council, should replace the currently existing so-called ‘Independent Police Review Authority,’ and should be provided with full powers and resources necessary to a body providing oversight of the 2nd largest police department in the United States. The Civilian Police Accountability Council, or CPAC, should be democratically elected and constituted to guarantee its ability to operate free from undue influence and coercion by the Chicago Police Department or anyone else. A full range of remedies should be available to the CPAC – up to and including referring matters to the criminal division of local, state, and/or federal justice bodies. Furthermore, the authority of the CPAC should be guaranteed by its ultimate power to make policy that shall be binding on CPD, and have final authority in hiring and firing decisions of CPD.
